Oelwein teen charged in Feb. 13 house fire

Oelwein Police have made a second arson arrest within two weeks, this time a 16-year-old boy. The police and fire departments have completed their investigation into a Monday, Feb. 13, house fire at 632 5th Ave. SW, according to a police news release.
